SMPS was established to bring the strategic discipline of military leadership to the complex operational demands of federal agencies. Our leadership brings 25+ years of senior-level experience spanning U.S. Military and federal government leadership and large-scale government programs.

This experience translates into a working knowledge of procurement regulations, inter-agency coordination, and the mission-driven culture behind successful government organizations. We have managed multi-million-dollar programs, led organizational transformation initiatives, and built human capital strategies that strengthened agency capabilities from the front office to the field.

Shea D. Lawson received his Leadership and Business foundation throughout his combined 25+ years as an Armor Officer in the United States Army, a Defense Contractor, and a Senior Federal Employee. In February of 2026, Mr. Lawson founded Strategic Management Performance Solutions, LLC.

Mr. Lawson's expertise includes Program/Project Management, Leadership Development and Mentoring, Internal Controls, Acquisition Oversight, Business Process Re-Engineering, Total Quality Management, and Business Transformation. As an Army Officer, he was selected for Command twice. As a Federal employee, he served as Senior Program Manager, Deputy Director, and Director of a Program Management Office — positions directly supporting the U.S. Department of Veterans Affairs Office of Human Resource and Administration.

A 1996 graduate of Hampton University (B.A.), Mr. Lawson holds certifications in Federal Acquisitions and Program Management (FAC-P/PM Senior Level) and was one of the first inductees into the U.S. Department of Veterans Affairs Acquisition Corps.
